Go to your Project
On your left bottom Menu you will see “Default Description"
For each issue type assigned to the project, you can set up one Default Description that will be pre-populated for you in the issue create view (GIC).
Add the template and Save.
Test it by clicking the Create button and selecting a match of project + issuetypes.
